Lumia 950 constantly tries and fails to install .164 update

This is an unlocked 950 not on the insider program. It downloads the files, and while preparing to install updates always returns the error:

"Some update files are missing or have problems. We'll try to download the update again later. Error code: (0x80073712)

Anyone have this problem or a suggestion? It's been doing this for a couple weeks.

Here is one suggestion:

1. Since the error code that the update gives is related to storage, I decided to remove the SD card from the Settings>System>Storage.
2. Then, went to Settings>Update & security>Phone and Update and ran the update. This time it downloaded the update and installed it. 15-20 minutes later the screen had a scheduled restart, but I restarted it right away.
