Internet problem when 3 windows 10 devices use the same connection

When 2 or 3 devices use my 12mbps connection I have the following problem:
The 1st device I use takes all the bandwidth during downloading so when I try to open a page or use the internet in 2nd device a message appears to check my internet connection (though the connection is ok).When I stop the download to the 1st device then the 2nd one downloads ok.
This was not happening when i was using windows 7 or 8.
Any solution or possible cause of this problem?

what you're downloading on the first connection is taking all the bandwidth? Can you restrict it? I use IDM sometimes and everyone else suffers when I'm downloading at full speed. I can however throttle the IDM speed to 80% and everyone else is happy
