Offline dictionary - all languages

I was wondering, as Apple do, if it could be possible to integrate within Windows 10 an offline dictionary (all languages) so we can use it in any apps. For exemple while double clicking on a word to find definition, an popup menu would appear and ask if we would like a definition of this word, and Cortana could responds. Important it should be usable anywhere: on a browser, with adobe reader, with emails, with epub (books). That would be fantastic.

As a dual languages speaker myself, I find this idea not so appealing. We are better off with some apps or applications designed specifically for a certain languages than a whole sale of "translator" built in to the OS.
