From WI-FI to data

Why is it that when I'm on WI-FI at home and then leave my home the system doesn't pick-up that I'm now on data? Example: today I was at home all morning and my phone was connected to my WI-FI. Later I went to Costco to get some things. When I checked some sports and stock market stuff my phone advised me about a network problem. It seems that my phone (L640- W10M) doesn't go from WI-FI to data seamlessly. Is there something I can do with the settings? TIA.

Pull down the notification center > expand the quick toggle area so you can see all of the toggles > check if the "cellular data" toggle is highlighted. If it isn't, a quick tap on the toggle should turn it on. Hold down on the toggle longer to jump into the data settings

Thank you for the info. I didn't even notice the cellular data toggle. As it turned out, the setting was off. Best regards.
