Should be plug and play. I've not had a problem adding one and it recognizes every time I plug the dongle in.

Go to your Device Manger and make sure the device drivers are correct.

Is your TouchPad active? I don't know if you have one as you do not say what device is experiencing the issue.

A few more details might help like type of device running 10 and any other HIDs that might be causing conflict.
