I got you on that. If it will help, you can try what I'll suggest. I have an iPhone, Windows phone and Android. My contacts, even when I add new ones, are the same on all of them.
If you go to Settings->Mail, Contacts, Calendars , what is there? She needs to add her Outlook account there. It would help if she already has the outlook app installed for starters. Give it permission for contacts.
When you scroll down that same page, there should be a section for contacts, and then default account. She can try changing that to an Outlook account.
After doing that, she should be able to add contacts. I have it set up this way so that anytime I add a contact on my iPhone, it will be added on my other phones because it has been added in outlook. She can also try recreating some of these contacts after setting the outlook account as a default account and then sync. I wish her the best.
