    iwhen ever i try to open gpedit.msc
    it says that it is unavailable.
    does windows 10 has any group policy editor

    Which edition?

    Group Policy editor is included in Pro, Enterprise, and higher versions. Not Home.

    Well after the Anniversary update Pro won't allow you to edit group policies.

    Untrue. There are a very few (three, I think) policy settings that don't work with Pro anymore but editing has not changed.
