Service BITS (Background Intelligent Trasfer Service) eating all my bandwidth

I was experiencing bandwidths issues in my local NW, whenever my Windows 10 PC was ON. I discovered that the service (hosted by svchost.exe) BITS (Background Intelligent Transfer Service) was using 100% of my bandwidth, leaving none for other programs in the PC or even other devices in the NW.

I understand Windows Update runs with this service, right? Anyone else had issues? How to fix? I?m still on 10586 production SW. Not sure I want to update to Redstone yet.

your device must be downloading the update in the background -check in settings >updates if it is downloading updates
It could also be auto update of apps

Well, that's what I thought too. But the Update settings said it had checked for updates earlier that day and nothing available. And this issue has been ongoing for more than a day. I had to suspend and manually disable BITS to "fix" it
