Whenever I tap on "get preview builds" the message above shows up.
my device is 930, running 8.1 update1

I've registered for the insider program....

Exit that app and uninstall it!
Then , enter phone settings-> Insider, choose your ring, exit, wait some minutes then go normally to Settings -> Updates -> Check

Preview updates are send via usual Update button.

If doesn't work, wait tomorrow and retry.

PS: remember it works only on wifi

Also check if you're phone is unlocked (set to dev mode) (just in case)

Try First upgrade via normal way.
Remove insider apps, and exit program

Then go to Store and download UpgraDE Advisor
Follow on screen instructions

Because from 8.1 users must be warned that's a major upgrade to a completely different o.s.

Ok, my phone finished installing, but build 10586 (th2), I want build 14393 (AU).
Tried using Advisor but shows my phone is up to date, Insider app still the same showing no builds for me

Advisor is unuseful now, you already got 10, remove it. Wait a little then retry . And remove insider app, that's unuseful. You must use Phone -> Settings -> Insiders, nothing else! .

Unlocked Lumia 930 from Saudi Arabia.

So, to kind of summarize as to what's happened (kind of incase someone else has this same issue, and wants to upgrade from 8.1 to Anniversary Update)

1st - download Upgrade Advisor and run through the app to get signed up for Windows 10 Mobile then check for updates
(Optional) - Uninstall Upgrade Advisor once you're on Windows 10 Mobile

2nd - Download the Windows Insider app and sign in to be an Insider

3rd - Join the Release Preview and that will take you to the Anniversary Update
(Optional) - Uninstall the Windows Insider app as it is now part of the OS (Settings - Update & security - Windows Insider Program)

so as a recap, you have the threshold build but not AU, you've tried insider app but it still isn't giving any builds

Lets try with insider app again - soft reset your phone and go back to insider and try again
select the alternate logon shown in the screenshot and select release ring if you reach that stage
If it still doesn't work, leave the insider program from the app and then in settings check for updates again
Confirm that date, time, time zone and region are correct

this can really mess things up so make sure it's correct

on pc it can take a day for the pc to register that there's a new build while for phone it is usually pretty instant - guess the delays have come on over to phones too
