Translating Pages with Edge

Is there a way to manually do this? I've been visiting several Japanese-language pages and there is no icon to translate them - others do have the icon, and I'm not sure why.

I've been able to get around this problem by highlighting (all) the text I want to translate and then right-clicking, but there is no icon available otherwise. Quite frustrating. Anyone else notice this problem?
