    I have been attempting to upgrade windows 10 pro, from version 10240 to version 1607 (anniversary update). It looks like I have been stuck on 10240 so some time. I have tried both the Windows 10 Upgrade Assistant and the media creation tool (ISO - both from the HDD and bootable USB). I get to 96% and, boom, every time it resets and restores my system to where it was before the upgrade started. The error I get is as follows:

    0x8007042B - 0x4001E
    The installation failed in the SECOND_BOOT phase with an error during PRE_OOBE operation.

    I have searched for an answer and haven't found one. I have tried to trouble shoot it as best I can by unplugging everything but my keyboard/mouse, updated chipset, etc.. MS techs haven't been much help. Any thoughts? I would rather not have to nuke the system. I hate having to reinstall programs (adobe is the worst). Any help is appreciated.

    presumably this issue is because of an antivirus that i conflicting with the upgrade, turn off any 3rd party antivirus you have then try again.

    Hi you might try to reset your windows updates if @abhishek's solution doesn't help. Here's a link from Shawn Brink with a .bat file that might help. I have used it and it helped me. Shawn has made it easy to reset windows updates. This .bat file will also fix other update issues!

    Sometimes you may have an issue with Windows Update such as not being able to download or install updates, error messages, not being able to search for new updates, etc. These kind of issues can occur when the Windows Update database or components are corrupted, one or more services related to Windows Update are not running, etc.

    Resetting the Windows Update components and history can usually solve these types of issues.

    Thanks @abhishek, I looked at the page but it was for a different error code than mine. I had already tried those recommendations to no avail.

    @holdum333 I tried the .bat file, which was very easy to use, thank you. Unfortunately I still get the same error.

    Any other ideas?

    Hi! I would run sfc /scannow and DISM. Are you turning off your Anti-Virus when you use MCT? Here's a coupe of links. You also might try in-place upgrade!

    Thank's @holdum333, I tried each of those options to no avail. I think it's time I bite the bullet and do a clean install. There is obviously something up with my system.

    Hi! I suggest you try a in-place upgrade first! I takes 2 hours + to complete, so be patient. Here's link. This will keep all your apps!

    Never got in this trouble but a quick search show me a bulk of solutions for this. Just take one & do it yourself. Hope it helps

    @holdum33 - tried this with both a DVD and and thumb drive as media, no luck :(

    @AmazingWorldTub - I've tried all but one of those solutions. I'll give it a shot. Thanks.

    Hi! You might try with different media! Here's a link from Microsoft! If this doesn't work, IMHO it has to be hardware?

    @holdmm33 - I think you are right, some driver must be hampering the progress.

    I ended up doing a clean install and everything is running smoothly now. Thanks for all the help everyone.
