Blimey, I've not seen a site using such an archaic method of media playback in a long time. You need to update the site to use HTML5 as modern browsers play back content like this with built in systems rather than running a media player in kiosk mode. If you are not able to update the site (or get those running it to do so) then give up on it and find an alternative that supports their site and updates it. Looks like you've found a zombie site that's no longer maintained. There's no way MS are going to wind back time to add an insecure and flakey method of web file playback which particularly undermines the security benefits of UWP. I don't know if even IE still supports kiosk mode playback as that system was for the chop a long time ago.
