Windows 10 is still technically free to download and activate on Microsoft's website.

All you need is an activated Windows 7 or Windows 8.1

***Assuming this is a question for Windows 10 PC.***

Use this Media Creation Tool :

https://forums.windowscentral.com/e...Fsoftware-download%2Fwindows10&token=vQ48p2rQ

Click the Update now button.
Update Assistant will appear to check on your computer's compatibility with Windows 10.
If approved, it will start downloading and installing.
Watch the screen, there will be time your input is required.
Make sure you select Windows 10 Pro edition ( since you will be using the Win 7 Pro product key)
Follow the prompts from then on.
You may be asked for a product key. If so, just click the SKIP option or the "I do not have a product key" option and continue.
When installation is completed, activate with your Win 7 product key.

Here is how to activate:
Left click at the Start button at the extreme left corner of your taskbar > left side, click Settings > select Update & Security > left side, click Activation > right side, click the activation option and enter your Win 7 Pro product key.
If accepted, you will see something like the screenshot below, and you are done ...........
