Asumming this question is for Windows 10 PC, not mobile.

2 suggestions :

1. Create another user account with exactly the same account type > logon to it and see if tiles show up at Start Menu.
If yes, then your old account is corrupted.
Use the new account for a few days, or even weeks, to make sure. If all runs well, go back to the old account > backup files you want to keep > then delete the old account.

2. Run a system file check to look for corrupt files. It will try to do repair if any found.
You will receive one of the following 3 reports :
A) No integrity violation.
B) Found corrupt files and repair successful.
C) Found corrupt files but unable to repair some of them.
Post back on which of the 3 reports you receive.
