UAC is stopping me from getting my computer fixed, W 10 1709

For some reason removing a User has caused UAC to have only the "No" button on the screen. I may have deleted a Administrator account in one of my foggy moments! Now when I try to use Password Tuner to fix the Account I get the big "No".
After using google to get help I discovered any post before late 2017 showed different solutions than the 1709. My curiosity got the best of me and I searched all posts before 1709 produces a different results.
I clicked to reset W 10 and up jumps UAC and only no is visible!
None of the posts I found regarding bypassing UAC or deleting had results available in 1709. Per someone's "Solved" post I tried changing UAC in the Registry from 1 to 0 and it was rejected. Using Control panel it said to click in XXXXX and no XXXXX was available.
After trying for 4 days I would like a Techie using 1709 to find me a solution, especially since I can't even use Recover to reload W 10.
By the way, I am 85 years old with beginning Dementia and this is really getting frustrating:sweaty::angry:
