How Do I Access Cortana's New Lists App?

At around the 3:30 mark he demonstrates the new Cortana Lists app. It looks like to access it, he double clicks on "Organizer" within the Notebook section of Cortana. However when I try to do this on my machine (which I just updated to 1803 last night), nothing happens.

When I click on the "Lists" card, it shows me 3 pre-built lists (Inbox, Shopping, and Grocery) in the start menu/Cortana menu, it does not open a new app.

If I click the "Add to your To Do list", I get a message back saying, "I don't see a list called todo".

I'd like to test this feature out to evaluate it against the Microsoft To Do app, as I'd like to pick one note taking app and run with it. From what I'm seeing, this new Cortana Lists app is supposed to be here in 1803. What gives?
