Wph 10 Lumia 735 Cortana stopped reading text messages over blue tooth

Cortana stopped reading text msgs aloud over blue tooth about a month ago. I can go to Cortana settings, read text messages aloud and choose anything except Off and Cortana says she is happy to make that setting and blabs about setting permissions for calendar and what not. Setting button appears and I click it. Brings up general settings (which seems kind of stupid). I have played with settings in all categories to my wits end and Cortana refuses to keep my read text messages aloud selection and simply turns it back off. Really stupid UI and why in gods name will it not accept the setting I choose? I have tried everything except a HARD reset which I do not want to do.
