Firewall Windows 10... can I reset?

Senior, moderately skilled user, home PC on wired LAN with one other computer. For some reason I have been having connection issues with popup windows citing Firewall blocking. I have tried doing a reset in the Defender Security section but got no help. The issue came to light when I tried to connect to my router via its URL. My #1 computer was blocked but my #2 had no problem. Is there some way I can purge all INCOMING and OUTGOING rules and SETTINGS and start "fresh" with the firewall? Won't It reset itself at next reboot?

Welcome to the forums. Would using the router's firewall be a better option?
