Applying settings in a user account to other user accounts

Creating a new Windows user account creates an entirely new 'access' into the Computer. You have to toggle every single setting to fit your prefences all over again. It's tiring. What if one wanted to simply apply settings in an account to some other account(s) and save oneself a headache? Is this possible?
