Windows 10 1903 Update -- (UsoSvc) Universal Orchestrator prevents sleep mode

After updating my Lenovo Laptop to Windows 10 1903, My computer will no longer sleep properly.

Powercfg -requests

EXECUTION:
[SERVICE] \Device\HarddiskVolume3\Windows\System32\svchost.exe (UsoSvc)
Universal Orchestrator

Any suggestions besides reinstalling Windows? This problem has been reported by others after updating to 1903 and also by some folks upgrading to prior versions of Windows 10.

It appears KB4501375 cumulative update fixed the problem.

My computer was running horribly until that update. It's a mystery to me why Microsoft releases such buggy updates to begin with. That was the second cumulative update Microsoft pushed after the Windows 1903 upgrade. I did not seek out the 1903 update in the first place -- Microsoft pushed it to me.

Well so much for that...I finally broke down and reset my Windows the other day hoping the Universal Orchestrator preventing my laptop from sleeping (and waking it up) would go away. No such luck...

It's UNBELIEVABLE that Windows will no longer sleep properly. I had no such problem before the Windows 1903 update.

I believe this may be my final straw for Windows, in that my next PC will probably be a Mac.

From what I can tell, the Universal Orchestrator service has something to do with freaking Windows Update.
