So I noticed that you can't even open OneNote 2016 without signing in and syncing to the Microsoft cloud. You also can't open local notebooks. The only info I could find on this made it sound like it was only a Mac issue, but these are Windows installations. I expect this is why some people are having issues with 2013 and 2016 being incompatible with network notebooks. Is there a workaround? For a situation, particularly business, where syncing to an external server is out of the question, is OneNote 2016 useless?

Even though OneNote works offline well,it is a cloud based app.
