Outlook.com & 'Phone Calendars Won't Sync Down to Outlook 2016 Desktop

I have Outlook 2016 on my desktop and the Outlook app on my Android 'phone. I've set up Exchange ActiveSync on Outlook on my desktop. Calendar sync among the three all work except for downward sync to Outlook on my desktop.

Specifically, (1) calendar changes in Outlook on my desktop get reflected on Outlook.com and on my 'phone; (2) calendar changes in Outlook.com get reflected on my 'phone, but not on Outlook on my desktop; and (3) calendar changes in my 'phone get reflected on Outlook.com, but not on Outlook on my desktop.

For the mail server on my Exchange ActiveSync account, I've used m.hotmail.com, bay-m.hotmail.com, and eas.outlook.com. All work the same, as described above. For the e-mail address and username, I used my outlook.com e-mail address, and for the password, I used my outlook.com password.

Any idea what I need to do to achieve calendar sync down to my desktop Outlook calendar?
