Nokia Lumia 900 Windows 7 messaging, is there anyway to send texts over wifi?

I'd like to use text messaging on my phone over WiFi, but it seems I can't send or receive messages unless I'm connected to my service provider, I was hoping to send texts without having to pay my service provider is there any way around this?

No, you would have to use instant messaging such as Skype or WhatsApp. SMS always requires use of a mobile network. Instant messaging apps are capable of using WiFi instead of mobile data.

There isn't a way to send texts over Wi-Fi.

There is a way around, though. You can connect your Lumia to any chat service/IM (that's supported by WP) via settings>email + accounts.

Or, as Laura said, use an app.
