Disable 521 data apn but keep mms apn

I am trying to disable data but keep mms active on a Lumia 521, but oddly not matter what I configure within the APN the data connection remains. I tried similar on my Lumia 520 and it worked as expected. I left the internet apn info blank and only inputed the MMS APN.

If someone could try it out and let me know if it works or know of any workarounds it would be appreciated.
 
521 is running on ptel (t-mobile mvno), 520 on AT&T.

I put the ptel sim in my 520 and have the same issue, so it appears to not be a phone issue. Not sure if the sim can force such settings?

MMS require's a data connection in order to receive and send pics, etc. No way to get around that. SMS on other hand does not require a data connection.

True. Its at the carriers onus to provide data usage solely for MMS.
 
I get that mms needs data, but by mms apn you're limiting it to only access the mms proxy. Its just odd that even with no configuration specified data still works, meaning no apn what so ever. This does appear to be either something controlled via the carrier and possible programmed into the sim.

Under Settings<-Cellular<-What is network selection set to ? If automatic change to whatever?
 
Would perhaps disabling "Data Connection" under cellular in settings work? I dont know if that would block MMS as well though, so someone would have to test to see if MMS still works.
 
It seems to be all or nothing for data with the 521 on ptel, which means the mohter in law has to toggle data on and off for MMS which isn't a huge pain....just hope she remembers to turn it off so she doesn't eat up here balance. This hopefully wont be an issue once GDR2 rolls around since it has data sense.
 
Only thing that I can think of you said it worked on a 520. Is that is international version you are allowed to configure it a little more. Branded Phones you usually do not and some features are blocked or enforced by the Carrier.
