[ASK] Battery drains out for 4% when turned on.

Sorry if my question out of the topic and not use search menu...

I've charged my phone for 100%. And then I turned it off at 01.00 a.m
At 8.00 a.m I turned it on , the battery show 100% but after around 5 minutes, the battery drained to 96%.
Is this normal? Is the phone till consuming the battery even when it turned off?

Do you use a 3rd party battery app? If so, those update once an hour. And if you turn on your phone from it's off state, it takes awhile to update the tiles.

yes i used 3rd party battery app.
so that how the app works. I got it.

but last night, my lumia was 100% full charged (listed at battery option in settings menu). and then I turned it off.
5 minutes later I turned it on again and the battery be 96% (also listed at battery option in settings menu).

should I go to the nokia center for checking my device?

and, for battery managing, how should I do to keep maximal time remaining of the battery.
two days ago, on 96% battery level, time remaining up to 4days.
but now just a couple of hours...
