Question regarding cellular data

So, I have a small problem. Like 2GB large. My data resets the 23rd of each month. Pretty much on 2 days ago it reset. We lost our internet and tv, because the payment was about 140$+ a month. So a certain someone used about 2.05GB of data, just on YouTube alone. Is there anyway to turn off data on her phone or do I have to reset it just to check that "no data usage on this phone." box?

You can turn of cellular data by going into phone settings / mobile data/ turn of data connection.

No, I mean disable it to were she can't use it ever again.

Can't your carrier (assuming Verizon) turn data off on that phone? There's a link here that may help if you have a family base plan.
