Toshiba has today announced a new Windows tablet at IFA 2014 as part of Microsoft's push to compete against the collection of cheap Android tablets flooding the market. Priced at just $119.99 and available today, the company is offering the full Windows 8 experience at a more affordable price point. The Encore Mini contains the basic features one requires to power through various tasks, but it's the price that will attract customers to the mobile Windows-based product.
