OK, I bought this today on my Win8.1 desktop, as my first foray into the world of Xbox music purchasing. It downloaded immediately on my desktop and plays fine. How do I get it to download on my Windows Phone ?

I can't even stream the album when I manually look it up within my phone's Xbox Music app.

I was going to buy it but I'm getting "This album is unavailable for listening at the request of the copyright holder" message instead. Is the deal over already?
