What does that mean? In all Windows devices? You mean it should be in both desktop and mobile devices?

I think he means a suitable device (perhaps a fingerprint scanner) should be included with all copies of Win10? Not a bad plan actually, since that would make them particularly cheap for all. Economies of scale. Currently, few people buying a copy of the OS even knows Hello exists.
