Start menu instead of the Start screen removed?

I keep reading about this setting but I just see empty space on the dialog where it's supposed to be. Has this choice been taken away on 10049? If so there must be a registry hack?

I've kind of realized my desktop is just a blank canvas for running apps, I don't have any shortcuts. It's only other use is holding static icons, lol. So it struck me that it would be nice to have the start screen be the default when there are no apps showing.

They didn't fully commit because the vertical space for the setting is still there.

Looking more like Windows 7 with each release.

I went and voted up all the requests to bring it back.

Feels like there are almost no customizations left in Windows anymore.
