Build 10130 refuses to download

Anyone else seeing this? Basically it and a couple security updates are just hanging at 0% and refuse to go anywhere. I left my PC on overnight to no avail, tried safe mode (which won't even let me open the system app), tried restarting, unplugging power, switched from Fast to Slow ring and then back to Fast, etc.

No luck. I have no idea why this won't work.
 
Has MS released a separate ISO for build 10130? It strikes me that would be a good way to get 10130 on your machine?
 
There fly some self build ISO's around the web which are built from the ESD files from the MS servers. Nevertheless i would prefer official ones.

If you want them anyway just google 10130 iso and you will find them without problems.
 
Yes. Same for me for two days now.

It worked on my Surface Pro 1, but not on my desktop PC.
 
You may try these steps to reset the Windows update components manually and check.

a. Press Windows key + X on the desktop screen of the computer.
b. Select Command Prompt (Admin)
c. On the open Command Prompt window copy and paste the commands (all at once).

net stop wuauserv
net stop cryptSvc
net stop bits
net stop msiserver
ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
ren C:\Windows\System32\catroot2 catroot2.old
net start wuauserv
net start cryptSvc
net start bits
net start msiserver
pause

c. Exit the command prompt and check.
