Why can't I run Windows phone recovery tool?

Cannot run windows phone recovery tool

I tried Windows phone 10, but it is too broken, so need to roll back to 8.1, but I cannot get the recovery tool to run.
Whenever I run it, I get this in the event log. Anyone got any ideas how I can get this working so I can restore my phone ?
