Is there a way to create Albums on Photos App?
Just "Camera Roll" and "Saved Pictures" are possible to create.
All other folders inside Pictures folder are kinda useless.

You cannot create an album of your own via this app. The app creates albums automatically based on the dates individual photos were taken and then lumps these photos together in that album. You can rename these albums by selecting it and clicking on the pencil icon. But you cannot select other photos to add to that album, Stupid really. What I don't understand is that you can use onedrivelive.com to access your OneDrive account and this will let you create albums of your own and move photos to these at will BUT, these are not then reflected back in the Photo app. So nothing ties up. The Microsoft Photo app and the photos in the Microsoft one drive seem to be independent of each other whereas I thought Windows 10 unified everything.
