Where to turn on data roaming in Windows 10 Mobile?

I have the latest version of Fast Ring and my local carrier requires me to use roaming in the country. How to turn it on? At this point in time I cannot access the Internet due to "missing" data roaming switch? Where it is? If it's missing, what should I do?

In settings->mobile + SIM, tap on the signal bar icon (above where it says "Data connection"). A "properties" button will appear. Hit that, and you'll have access to the roaming settings.

Basically, this is how to access the settings of the SIM card (or how the phone interacts with that SIM card).

The problem is that the option is not there. I can select my network generation, SIM name, carrier and so on, but no data roaming.
