Is windows 10 mobile feature complete now.?

Microsoft says that windows 10 mobile is now feature complete and they are working on bug fixes..
What does this feature complete means.? Is it feature complete now.?

It means for the most part, the features they want present at launch are there. (probably a handful of exceptions)
