Camera Failing to work error 0xa00f4246(0x80070001)

When ever I try to launch the camera on my Lumia 1520 OS Version 10536.1004 I get this error 0xa00f4246(0x80070001) and the same happens when trying to launch Lumia Camera (both regular and BETA) and other third party camera apps.

Hoping I do not have to reset my phone again.

I've got the same error with the latest build .29 - on a Lumia 535.
As soon as I start an app which is using the camera, camera app crashes with this error.
Only a restart helps to use the standard camera again.

I already did 2 hard resets, so this is not working.

Any idea?
