It looks like Microsoft has updated Cortana on Android (Beta) to support reporting missed calls to Cortana on Windows 10 (Build 10565). It was a land line phone number, so I couldn't test the "Text Reply" option to see if that's working as well.

It appears you can also text from your Windows 10 PC to any device. I confirmed with a Windows Phone 8.1 & iOS device. And the text conversation sync'ed to my Android phone SMS app.

Edit: Also sent to an Android device and it synced the conversation on my Android phone as well.

I noticed this too as well today and was genuinely shocked when Cortana on my Dell Venue 8 Pro notified me of a missed call on my Xperia Z3. Even more impressive was that I was then able to text back that number from my tablet and Cortana sent it off on my phone with the Sony messaging app.
