How to set Quiet Hours in W10M Insider Preview ?

Slide down twice the notification bar, and tap the Quiet Hour Moon to set

Click on Cortana to open, top left corner is the hamburger menu (little box) click on that, you will see notebook click on that, you will see quiet hours, click on that and then set up the rules for your times and who could break threw!

This setting only turns it on and off at other times that the rules are not set to.

My problem is that after upgrading to W10M, Cortana is missing.
