Maps having a hard time finding my location

Has anyone suffered from an issue on their phone where the Maps app doesn't properly locate you unless you're connected to the internet? I have the offline map for my country, but unless I turn either cellular data or Wi-Fi on, the app won't locate me, or it's very inaccurate. I'm trying to delete and reinstall the map to see if it helps, but do you have any suggestions? Running the latest Insider build on my Lumia 640.
