I'm on a Lumia Icon and every time my phone starts to update to 63 it 'hangs' at 4%. Sometimes it'll tell me I'm roaming when I'm not and the download won't start. Then when it says the update is available again I start the dl and it hangs at 4% again.

Lumia Icon here. I 'was' on the previous Preview Build and everything was fine. When this 4% stall on the dl of the new .63 build started happening, I did a hard reset, but that only took me back to Preview build .36. And still having the same problem.
If I have to use the device recovery tool will my laptop need an internet connection, 'cause the only internet "I" have is the Mobile HotSpot on my Lumia. I could use the local MacDonald's Wifi I guess, but its s-l-o-w.
