Can't re-order / re-arrange system tray icons on bottom right of taskbar.

Strange, did you try system file checker if no then i suggest run command prompt as admin and write "sfc /scannow" wait to complete and then restart your pc. Hopin your problem will be solved.
I also suggest you post this on "Feedback Hub".
