Scrolling problem in Windows 7 home basic, how can I fix it?

Scrolling problem in windows7 home basic

I can not scroll through touch pad until I open mouse options. Once that dialogue box is open I can perfectly scroll through the touch pad until the next boot up.

check for mouse driver updates - disable the driver and then enable
