Not magical or mind-blowing but came across this today and might be of use to others.

Goto Settings\Location and Disable Location.

As poster below stated. If you need Location, you can Pin Location I the Action Center to switch it back if you need it.

This one I had initially came across but above is quicker.

If you would like to be able to go to the Bing Homepage with Cortana enabled:

First, disable Cortana.

Second, open up Search or IE and type in Bing.com. This will open the Bing Homepage with the Local Scout, Music Search and Bing Vision launcher buttons at bottom.

Third, without closing any tabs, click Start and go over to app list and open Cortana where she will ask you to Allow......

If it works for you, you should be able to open the Bing Homepage from IE as long as you don't close the tab for Bing Homepage (a few times I've had it listed as the Bing Launcher tab and had to click Bing when it loaded.

I know its still not ideal but I still much prefer to launch Bing Vision this way instead of the laggy as hell camera app.

Another option is to set you browser to Desktop Mode which will let you open the Bing Homepage without Local Scout, Music Search and Bing Vision.
