Edit: I can confirm that it doesn't work, the region and speech languages need to be set as US as well.

How did u test that? Where do u get the firmware for ur device from?

That means it's a universal app, it will work across phone, tablet and desktop/laptop.

Am I the only one that can't find "Background Tasks" which was in Settings > applications > background tasks
the setting is just gone, no trace. maybe hidden somewhere again, or does this mean now it's limitless?

I think it's included in battery saver. I can't confirm it right now as I am at work.

Background tasks can be managed in "Battery Saver"..!!

File management is through the OneDrive app I believe and there is a file picker just like on Windows 8 and RT.

Not sure but apparently it's supposedly gaining some file management options, maybe they aren't in the emulator though.
