Microsoft revealed that With Windows Phone 8.1, we can cast our phone screen on a PC using a software in PC. What are those software on PC? Is there any now or will it be launced eventually?

I wish I knew, but I was able to screencast to my Samsung Smart TV, Xbox 360 and Xbox One.

Here is what it looks like (settings and stuff)

Honestly, I have not found a way to make it work with USB, only WiFi.

I'm going to have to look to be honest, I didn't pay much attention since I was excited to get it to work!

Yes, it requires a PC component/software (something like USB Projection Client) as shown in this Build 2014 session, around 00:51:00 mark.
