Does the WP8.1 preview update flash the ROM on the device?

I doubt this question was addressed in the forums before, and I am curious to know the answer.

I would like to know what exactly happens when:

* WP8.1 preview is downloaded and installed on our devices
* When we do a hard reset of the device

I know that every windows phone has a ROM (Read Only Memory) where the firmware/OS reside on. If something wrong happens to the phone (or if you brick the phone) you can do a hard reset (either from the settings menu or using a key combination) which wipes everything and reinstalls the system from that ROM.

You can flash a different ROM into your phone (for example to install a previous version of the system/firmware if you want) using a program like Nokia Care Suite.

Now when WP8.1 is installed in our phones, does it flash the ROM as well so that if we wanted to do a hard reset we would still have WP8.1?

I'm going to venture a guess that Nokia care suite will have been updated for 8.1.
