How to turn off MOBILE DATA in 8.1 ?

Hello, I'm thinking of buying a 925 this week and leave my 808 behind. I have no data plan so I always keep Mobile Data off to avoid paying from my prepaid credit, I only use WIFI and sometimes when out and about, just momentarily turn on Mobile Data to check whatsapp messages and then turn it back off again. This method also saves me huge amount of battery life.

Can I do this easily with Windows phone 8.1 update? could I have a Mobile Data button in the action center? Thank you for your answers.

not in the action center, but you can turn it off in the settings

Thanks for letting me know that Kingenu, so is there a way to make this task easier? can I pin that toggle on the desktop for example so that I can just toggle it on and off from the desktop? forgive me for the silly question it's just that I don't have a windows phone to play around with. (wonder if there's a 8.1 emulator for the PC !!!)
