Sorry I don't know what you mean by swipe left to clean tittle but sadly there's no double tap to turn off. If you don't want to use your power button I recommend you download lockscreen app. You just have to tap a tile instead of using power button.

I think he's referring to a feature that was supposed to be part of the 8.1 update. It should allow to dismiss notifications off of a tile by swiping it to the left. It didn't make it into the update though.
