Preview for Developers to Windows Phone 8.1 won't text while WiFi is on

I just updated to the "Preview for Developers to Windows Phone 8.1". Everything seems to be working fine, but when I text with WiFi on get a message saying cannot sent and I can't get texts from people while it's on too.

I'm running on the Lumia 925 on T-Mobile. Any ideas on how to resolve this? Also, is there a way to just turn it off so I don't have to make WiFi calls, but still have WiFi for internet access.
