After reset, phone goes to Start Screen and not to Lock Screen

Anyone else having this issue? I reset my phone very so often and then have to when I disable Cortana and when I do it goes straight to the Start Screen and not the Lock Screen. Not a huge deal but if say my pone got stolen all someone would need to do is reset the phone and they got in. I don't have any pin or password in place so maybe that is why but I wanted to see if anyone else was having the same issue and if so, anyone know a fix or if a fix is being put into place by MS. Big security issue, if it's more than just me.

If you don't have a pin/password set, than if it gets stolen, all they need to do is swipe to open it... It's normal for an unsecured wp to boot to the start screen in the absence of pin/password lock.

Wasn't that way in WP8, before 8.1.
